The Insurance Corporation of British Columbia (ICBC) is a provincial Crown corporation established in 1973 to provide universal auto insurance to B.C. motorists. The ICBC is also responsible for driver licensing, and vehicle licensing and registration.

At an ICBC driver licensing office, you can:

  • obtain a driver’s licence or B.C. identification card
  • take a road or knowledge test
  • change the address on your licence
  • pay violation tickets and other ICBC-related debts
  • get a copy of your driving record

Testing not available at some locations:
Driver knowledge and road testing are available at most, but not all, licensing offices.

Saturday and evening service:
These locations are open Saturdays, and longer hours on some weekdays:

  • Burnaby (Metrotown)
  • Cloverdale
  • Guildford
  • Richmond (Ironwood Plaza)

Translation service:
The ICBC driver licensing information line and select driver licensing locations offer a free telephone translation service for help with licensing transactions. Translation is available in over 170 languages including Cantonese, Mandarin, Punjabi, Korean, Vietnamese, Farsi, Spanish, Hindi, Russian, Polish and French.
